NO.SO(PE)/E&SED/4-5/Meeting/Teaching Cadre (BPS-12 to BPS-16)/2024:
Consequent upon approval of the Competent Authority in supersession of previous Notification 2014 issued for the initial recruitment of teachers of (BPS-12 to BPS-16) in the Elementary & Secondary Education Department hereby lays down the Selection Criteria and other conditions specified below which shall be applicable to all the posts to be filled on adhoc school-based. Method of recruitment, qualifications has already circulated.
Selection Criteria:
i. Appointment through initial recruitment on adhoc basis shall be made through merit against the post of SST (BPS-16) from the domicile holders of the districts for a period of one year or extendable as per rules.
ii. Appointment through initial recruitment on regular basis shall be made through merit against the posts from grade BPS-15 and below, non-transferable for initial three years.
iii. Test for initial recruitment of teachers shall be conducted by third party i.e. ETEA.
iv. For selection of suitable candidates by initial recruitment, total 200 marks shall be distributed in the following manners: a) Test Marks = 100 b) Academic Qualification Marks = 100
v. 100 marks of the academic qualification will be further distributed as under: A) Selection criteria and other conditions for direct recruitment against the District Teaching Cadre posts namely; PST, Qari/Qaria, CT-IT, CT, DM, AT, TT, and PET shall be as under:

- HSSC: Marks Obtained X20/ Total Marks
- B.A/ B.Sc: Marks Obtained X20/ Total Marks
- M.A/ M.Sc: Marks Obtained X15/ Total Marks
- ADE/B.Ed/ Shahadutal Alamia for AT & TT/ Hifzul Quran sanad for Qari/ Qariya: Marks Obtained X15/ Total Marks
- M.Ed: Marks Obtained X5/ Total Marks
- M.Phil: Marks Obtained X5/ Total Marks
- Ph.D: Marks Obtained X5/ Total Marks
B) Selection criteria for direct recruitment against the District Teaching Cadre posts namely; SST shall be as under:
Educational Qualification | Total Marks: 100
- SSC: Marks Obtained X15/ Total Marks
- HSSC: Marks Obtained X20/ Total Marks
- B.A/ B.Sc: Marks Obtained X20/ Total Marks
- M.A/ M.Sc: Marks Obtained X15/ Total Marks

- M.Ed: Marks Obtained X5/ Total Marks
- M.Phil: Marks Obtained X5/ Total Marks
- Ph.D: Marks Obtained X5/ Total Marks
a) In case of 04 years BS Degree, 35 marks shall be calculated as; Marks obtained X 35 (20 for B.A/B.Sc + 15 for M.A/M.Sc) / Total Marks.

In case of 02 years M.A Education degree or BS 4 years Education Degree, 20 marks shall be calculated as: Marks obtained X 20 (15 for B.Ed and 5 for M.Ed) Total Marks.
vi. Passing marks in the test shall be 50 marks for eligibility of the candidates. If qualified candidates are not available, then the passing marks may be reduced up to 30 marks.
vii. No CGPA will be allowed without conversion of CGPA into marks by controller of examinations of the concerned university.
viii. The provisional merit list received from the test conducting agency will be verified by the concerned appointing authority with the original documents of the candidate.
ix. Tentative merit list shall be displayed by the concerned appointing authority for ten days to receive the appeals. cumulative
x. Final merit list shall be displayed by the concerned appointing authority after proper disposal of appeals within 15 days
xi. Appointment orders shall be issued by the concerned appointing authority as per prescribed rules.
xii. Verification of documents shall be ensured by the concerned appointing authority. Degrees/Certificates obtained from Public Sector Universities/ BISEs, shall be verified from the concerned Universities/ BISEs while those obtained from Private sector Universities from HEC. In case of any bogus document, the candidate shall be disqualified.
xiii. Appointing authority shall provide an affidavit to the selected candidate on or after the verification, who shall provide an affidavit that he/she will be registered and he/she will be declared disqualified if found wrong.
xiv. 5% minority and 2% disable person quota and minority quota respectively in the initial recruitment shall be reserved as per rules.
xv. General age relaxation shall be granted as per existing advertised and age relaxation in the upper age limit shall be accorded in accordance with the Khyber Pakhtunkhwa Initial Appointment to Civil Posts (Relaxation of Upper Age Limit) Rules, 2008.
xvi. The present recruitment policy shall supersede previous policy (2014) framed for the initial recruitment of teachers of BPS-12 to BPS-16.
